That's because you're computer doesn't have the Net Framework on it.

I think this version will work but you can always get the updates from Windows Update. Other than that, there shouldn't be any other issues, usually the problem people have with opening it is this, and installing the Net Framework should be the last real hurdle.

Installed Framework and did this:
Deathbringer Wrote:1. Ctrl+T, then 16 x 16
2. Image -> Mode -> Tiled
3. Left/Right arrow keys changes width, Up/Down arrow keys changes height
4. Panel Size is 512x304
5. B changes Graphics Format, you want 8 bits/pixel
6. Ctrl+Z changes Graphics Skip Size, Page Up/Page Down does the actual skipping. Change it to 4 bytes and you'll only need to press Page Down 4 times

First I had that:

Then I went to Palette - Go to offset - Hexadecimal, 8, Absolute and got this:

Looks perfect now =)
Tried it with a second background, works wonderful. Expect a full sheet of the battle backgrounds in the future, special thanks to Deathbringer for the tutorial and the patience =D
