Well, understanding the concept of proportions is gonna take me a while, I think... Some of it is passable as a design choice. Maybe.

However, I think I fixed the coloring and inconsistent shading in the animation. Oh, and the elastic far leg.

the step still looks bigger than the other (though not as bad as before), but you're still ignoring elbows and the fact that shoulders also twist along with the body. The neck piece should move along with the body too, and maybe the arm swing is too great for a walk (usually people don't bring their hands to their chin when walking.

the shading on the pants also shuffles in the animation, you might want look at that. Since the back hand is shaded, i think that his back leg should be darker too.

The fact that the shoes are blocky (have flat edges) in most frames bothers me too, they should be a bit more rounded out.

The leg movement makes him look like he's limping.

The close leg takes about half a step while the far leg kicks all the way out.
You're gonna need to make them more equal.

It looks like one leg is walking toward us while the other is walking to the right?
