So wait. Does the chimera have to be a combination of animals? The rule says "animal and machine", which means it could just be like a mechanized animal, right? I made a lineart of one animal, and I'm going to detail it as like a robot. But I want to know if I have to make the lineart a combination of two animals or not.

"Chimera" is usually defined as a combination of two or more animals. So, I'm guessing he wants you to make a chimera, then integrate steam punk stuff into it.

Very early WIP. For now, its just a gorilla. I'll probably chnage its hind legs to be those of a bird or a scorpion. Yeah, a scoripion would be cool.
