Most characters use a completely different, condensed set just for that purpose. Annoying, yes, but it's a necessary inclusion. The "Layer 5" (a.k.a. "All" in the game's data) isn't as necessary since there doesn't seem to be a texture that fits 'em, it's probably for shader effects. Everything I find either doesn't apply to Zelda or is a broken link I extracted the game and all the models are in .lzs format, which I can't find any info on.
