There is no "KEMCO" "SPACE HUNTER" on the list, but is the Japanese local game excluded from the library?

Nope, as far as I know Japanese games are fully allowed as part of the project- I even posted a few Japanese-only games myself. So even if you don't see something on the list, don't let that discourage you from ripping content from the games.
