Looking good, one thing still bugs me though...
It looks like he only has one arm, I think the cape on the right side should stick out a bit more, like 1 or 2 pixels

It's better now. Especially the cape, but is it possible to lower the tip of the hat by just a bit?

I know the fringe needs some touching up. I was mainly trying to reshape the cape and fix the (red) eye. As for the tip, do you mean the back?
I like the idea of him keeping his hands hidden. Like a wild west gunman under his tunic.

Oh I meant the tip of the hat by his ear on the left side of the sprite.
