Wow, necrobump, but it's a sticky so I assume it's OK.
Can I suggest a couple of changes to this? It's pretty outdated and could possibly confuse new members.
First off the link to the tutorials is broken, it should be relinked to the Tutorial Collection thread.
Second, it should obviously be changed to explain how to submit using the site's new submission system. It should probably also link to the Icon Maker thread, and mention that you can still have a submission thread to keep track of your submissions.
Finally I think it should also be mentioned that you can upload ZIPs (of sprites that are difficulty/inconvenient/unnecessary to be put in sheets), noting the max size.
This is all I can think of right now, I may have missed some other things that need mentioning. In any case this should be updated.

As Puggsoy said, this tutorial should really be updated to explain the new way to submit sheets, directly on the spriters-ressource.com.
