Its a particle system anyway, which are the sprites/textures. And as you seen they had glowing effects are power of CryEngine shaders. Cause I think the Game would of been ugly without the Normal Maps. Well, I've said that they're render with Engine itself, there's no way to get it though. Unless you have to create your own or just use the existed Sonic's eye texture from other game.
