download the file
itll probably be in a rar
unrar it and you'll normally have a .cdi file in there
then follow this

is the Dreamcast able to run regular PC emulators (such as ZSNES) or do you have to search for compatible files that will work for the Dreamcast?

I'm pretty sure it needs its own emulators but I wouldn't know as I haven't tried.
