Yeah, but that's just doing something for the sake of doing it since they've never actually appeared in a game like that. If we went by those rules then any character could have a costume.

Well, we therefore shouldn't give Ice climbers have a costume if they have only ever appeared in one game with one costume. Ice climbers is harder to work with than someone like Mario.
The swimming trunks and one-piece idea sounds like a good idea anyway

The point of an alt costume is to reference something from the characters series, not to make a random costume up for the sake of having something. If the character has only ever had one costume then they wouldn't get an alt costume.

2. They do that in both Melee and Brawl when you switch to certain colors.
