I don't read the scarf as blowing in the wind, just as a wobbling line.

Why's this?
I think I might know why: the movement in the scarf is broken, which gives me the impression it's choppy. It's not just a question of making an oscillation that you flip vertically in the next frame: you have to remember that the wind makes a thin fabric swell, and this swell travels through its entirety.
I'm also skeptical as to whether the wind can lift such a narrow and rope-like scarf. I think you could also reveal the other end of the scarf, too.

notice that it doesn't just wave around: it 'whips' itself every given time. try representing it in your animation.

I've been trying to redo the afro since I feel like it doesn't work with me anymore. Would like some feed back on the new hair.

Regarding the scarf:
It wasn't suppose to be very thin as the line I was using was meant to be made a guideline for a much more wider scarf.

The new afro definitely brings out the style of your character and as well as his exaggerated..ness.

I haven't had time to pixel or anything because of school, tests, and other shit, but I whipped up something today.

THE 4th ATTEMPT AT AN IDLE ANIMATION!
Someone on Pixel Joint critique on the last idle that most fighters had their hands up and mine had a bad pose.
I finally addressed the issue and I'm happy about it. He looks like top tier beat-em-up material.
oh and a rough mockup of the first stage of my game.

Perhaps you could have colorful-graffiti like stuff for the background? That way the character doesn't blend in so much with it. I couldn't imagine the background being any darker.
