Oh ok I see it now. I was mistaking the mouth as a chin. What was actually the chin, I saw as part of the neck.

I fixed the faces even more now; referenced off the overworld sprite's faces.

I still don't like ken's overworld.
Th legs are MUCH too thin just above the shoes and look like they could snap like toothpicks at any time. Flesh them out a little. Even one pixel of width should help.

im really bothered by the lack of character. if i didnt know better id say its

main character - main character in disguise - main character when he was younger

make them look not identical

The selout was really because I wanted to use black as the darkest shade instead of adding another color. Should I just say fuck it and add another color to everything or is there another method I can take to fix it?

Ken and Tyvon are brothers.

I attempted to make the Rocket Grunt's face more defined compared to Tyvon's (and a bigger chin pointing outwards) but I'm not exactly sure how to pull it off; everything else I tried looked awkward.

To make the rocket grunt stand out more, it might be a good idea to give him different anatomy compared to Tyvon and his brother, at the moment you have skin tight clothes on everyone, and thats hurting it a little bit.

The Rocket Grunt's outfit is supposed to be tight; it's a body suit.

There are some characters that aren't completely tight, I just haven't gotten to 'em yet.

you're going to be seeing those designs at the same time
a lot

make at least the grunt have a design that contrasts in a way other than his tight clothes are a different color

I wanted to try this style, so I sprited my character. I don't know if it's entirely in-style, but I tried. I purposely made him a lot wider because my character ispretty much irl me and I'm not exactly skinny. Baggy pants instead of tight ones, wide shoulders, thick arms, big heavy boots, ect. Use it as an NPC trainer if you want, I might sprite some pokemon if I can get the style down well enough.
