Pretty sure that makes her 18, whether she looks like it or not, because she was CREATED to be so. not to mention that it's definitely not uncommon for people to look younger than they actually are irl (and yes, it's definitely possible for teenagers to look like kids) just wondering, have you actually watched the show/read the manga? Also what makes her not 18 the most is that you wouldn't be able to tell without that episode over her turning 18. When developing a character you have to keep in mind that whatever age your viewers perceive the character is their age, regardless of what you say otherwise. Sure she might be 18 in facts but in fans she is pedobait regardless.
