All those scientists you mentioned? Their research is about Pokemon. Maybe one or two are from a weather institute. Pokemon Training as a career is completely useless to a functioning society. And judging how people are in that world, 9 out of 10 people are Trainers. What kind of society is that? When you do find some outcast engineer or electrician he still has to train Pokemon... Why? So he can stop doing his job to challenge those all important Trainers to a battle.
