Yeah, it is blue. It's obvious because his head is green, and she shell is easily comparable as blue.
The left side of the mouth looks like that partly because of the tooth, and partly because it's meant to be that way. Just the angle, that's all.
By the way, expect an overworld pose soon.

On a side note, I don't plan to do any of the other Koopalings except for Jr. and Morton, reason being that their appearances could have changed.

Larry is just amazing. Cheep-cheep is shaping up nicely too. If you're planning on giving it attacks, you could use a few of Sushie's from Paper Mario.
