It seems like Pokemon 3DS games project is in permanent Hiatus until RTB decides to continue with it. as long as there are plenty of Wii U isos to rip models from, this project will stay dead. People become pros when they practice. and i think allowing amateurs to do these sorts of things is important so they can be "pros" at ripping games and putting them on this site. Example of PRO's: Random Talking Bush, ThatTrueStruggle, RatchetMario. That's what a PRO is all about. I hope you understand what it means. Maybe they even have the missing pieces somewhere.
