Waluigi is a skinny dude, yours looks like he might actually have some muscle, rather than just bone. Frar also has nicer colors for the face, and it better represents Waluigi as well. It just resembles the style more.

He does have some meat in those legs. I'm trying to get him to look like the way he does in Brawl.

There I made a few changes from what I noticed in the Brawl reference. His legs get thinner by the knees and his shoes aren't that curvy.

No, the pants are skin tight and fit perfectly around his legs. He is bone skinny

I used Frario's bellbottoms and feet.

I'm liking the Waluigi in the center the most as it matches Waluigi's actual proportions well. I'd say go with this version and work from there to finalize the looks (for starters like lightening up the lines around the pelvis to keep the legs from looking like robotic add-ons).
