#4: How do I make it to where uploader of whatever can upload up to whatever amount I choose

Anyway, here's what I found for two of your questions, see if they help:

#3: http://www.phpbb.com/
These look like what you want, I haven't used them myself but they're both widely used. Just remember this: domains always cost, but forums only sometimes do, depending on the system you're using. The one I linked you to is free, but others like vBulletin cost.
