I don't know,but, i've read on jeuvideo.com that the european titlle was just Popeye.

really? weird sice she's oldest villain that popeye has ever faced.
For the evil spy it's actually like this in the game, I think it's a glitch but it stays like that the whole animation.

I think the icon images are gone (you should save them and upload them to an image host, as the online icon maker doesn't save them permanently but only for a little while).

The uploaders have just been busy. We'll get these up once the icons are replaced.
