I don't know anything of free hosts but there are generic shared hosters like hostmonster/bluehost (owned by same company) and hostgator, or even stuff like dreamhost. I currently use hostgator and I pay like $7 a month, along with ~$10 a year for a domain name.
So long as your forum doesn't break laws (discussing ROMS isn't illegal! On the other hand, hosting them is) it should be fine to put whatever up. With a shared host, as long as you upload what's related to your site (like forum software) you shouldn't have a problem. Using a site as a filehost though won't fly with shared hosters, so you'll probably need to link to archives hosted on file hosts instead.
