Here's a list a put together a while back. It includes 3D and 2D engines.
If you know of an engine that isn't list and is available to the public, let me know and I will add it.
Note: Many of the 3D engines also support 2D .

You should probably add Unreal Engine to that list, too. It's not the same thing as UDK, they're different tools, and have different licensing. UDK is free to develop, with a payment on release and an insanely high license fee, while Unreal Engine is pay to develop, free to release, and a comparatively low license fee.

Don't forget The Engine 001. All of my non fighting games use that engine.
It is capable of making anything but fighting games. Originally was a shooter/action RPG game but people took the engine a step forward and made it more of a general game engine.

yes Engine001...now known as GGMaker, has both 2D and 3D capabilities which is found here, and has a visual scripting coding system and support for raw VBasic coding

given the inclusion of game maker, unless the engine absolutely has to support coding, Sploder.
In particular, the physics puzzle maker allows a variety of games to be created. Experienced/skilled users can make some pretty powerful games with it.
It's purely drag 'n drop, but it still provides some good options for someone who just doesn't want to touch code, or isn't ready to yet.

You should add OpenBOR to the list of 2D engines. It is a good engine for making Beat 'em up games.
I'm currently ripping all the sprites and sounds from Spider-Man and Venom:Maximum Carnage for a project I want to do for it.
