Is it true that you first need to know how to draw before you become a good spriter? If so say why and same thing inplies for no. If you don't get the question I'll clear it more.

Not necessarily. I kind of find it to be connected, if you get better at spriting you get better at drawing and vice versa. Its just with drawing you don't need a computer and its usually not so big of a project.

I don't think it's true at all, but drawing definitely does help a little bit.
Or maybe it doesn't.
Who knows ? I've been spriting for six or seven years and it took me five before I even became semi-decent, and I started off drawing. Everyone's different, the only thing I can say is try it and see if it works out for you.
EDIT: It DEFINITELY helps to take drawing classes though, learn about perspective, anatomy, etc, and apply those in your sprites.

I found that there are certian things I can sprite that I can't draw well.
And there are certain things I can draw that I can't sprite well.

I draw better than sprite.
But I have gotten better at spriting cause I've gotten better at drawing, so it helps.
