You will need an image edition program that supports layers (Paint Shop pro or Gimp, for example) and paste the fog as a new layer on top of the "guy" layer.
Then adjust the fog's layers properties and set it's transparency at 50% or more, depending of your needs.
And that's all. It's easier to do it than to explain it, actually.

^Depending on the program, it might be labeled as Opaque or Opacity , in which case you'll want the number to go lower, as opposed to going higher.

Will Paint.NET work? It supports layers... I don't know though. I have Gimp but I'm not very skilled at it.
