Yeah let's have it so he changes right back after using the special moves that way we won't have to program in a bunch of different stats or make a bunch of different sprites.

I was more trying to get across that special moves cant be the only time he changes form, it would just be easier to revolve entire moveset around it, even having the little things represent the different forms, like guarding.
Idk about this, but I'm just throwing out ideas: B moves {possible}Down B: Mirror Coat Not your average counter move. If its a "B" attack hits you (whether its a laser, pikachu's thunder shock, or the fire flower), you will take the amount of damage give to you, and give back double the damage in percent. You do not receive knock back or flinch from the special attack. The attack is shot back as a beam coming out of the mirror in the direction it came from (meaning it can strike another character). Holding down the B button for a period of time will cause the mirror to fade. The form used for this attack is the Defense form. {Possible}Down B: Counter Same effect as mirror coat, but with "A" attacks, and his retaliation if done by twirling his arms around him, covering a good amount of surface area. {Possible}Down B: Recover/Taunt Recover X-X amount of health depending on how long you wait to use it. Max is 50% Taunt them into using only using the A button attacks, or being unable to pick up items. Probably should program it to have a different effect if items are not on. {possible}Side B: Extreme Speed I feel like this move would rip off fox too much. I think this would fit better as a "running A" for him to slice through you when he gains enough speed. The only way I could think to make this interesting would be for him clap trap his hands around the opponent after doing this. I could use a suggestion for this. {possible}Up B: Teleport Generic teleport {possible}Standard B: Shadow Ball/Psychic/Ice Beam/Thunderbolt Or he could lay down entry hazards like spikes and stealth rock. We could give him a moves that would be designed to keep the opponent on stage so you can whittle away his health. Smash Side A could be super power or Giga impact.

For Extreme Speed I thought maybe the attack goes two times. He moves so fast he leaves a silhouette of himself behind that repeats the attack again.

I may see if Josh wants to try a base since he's pretty awesome with Pokemon characters.
Also, it'd be awesome if his idle (with the tentacles) had them unwind and wind the opposite way, then back again.

For Deoxys' moveset, I was thinking of something more like this:
Side Special (B+>): Double Team Deoxys converts into Speed Form and doubles itself, each Deoxys sliding to one side, and then they'd slide back in, making the Deoxys transform into one Normal Form Deoxys again. It's kind of like Mirror Kirby's ability, but faster and doesn't do much damage. It's more used to escape from enemies that are around you. If you tilt to one horizontal side while using this attack (left or right), when they divide, the Deoxys of the side you pressed won't go back in, and the other Deoxys will slide towards the stopped one. So it might also be used as a recover too. Up Special (B+^): Superpower Deoxys converts into Attack Form and boosts itself upwards. You can tilt his jump to make it curve more to the side you pressed. The Deoxys will cover itself in an orb of energy (kind of like in the move's animation from FR/LG/R/S/E, idk if the animation is the same on D/P/P) while doing so. If you hit the enemy right from the beginning of the attack, it will cause a lot of damage (but not as much as Luigi's Up+B critical, of course) with a good knockback, if not, it'll cause multiple hits with very very low knockback. Down Special (B+v): Iron Defense Deoxys converts into Defense Form. In this mode, you can walk and do a single jump. Your body is really heavy, so you can walk on opponents, dealing little damage, or you can fall on them kind of like Stone Kirby. Knockback is reduced a lot, like when you are in Metal form, but damage is not. Damage dealed to Deoxys while in this mode is increased, and you can't get back to your normal form until the transformation time runs out. (something like 5-8 seconds) IDK about his Standard Special though. It should be something with a projectile, but I have no idea what move I could give him or how it would work.
Super Power does not seem like a real recovery move to me. Maybe I'm just to use to the animation being a hulking mass of debris coming up from the ground and smacking the other side of the screen.
Looking at the side B, maybe we should base it more off of the clones from the movie. If Deoxys is interrupted during this attack the double team clones fall to the ground as lifeless debri, mainly just taking of space on the field. I also love the down B, minus the increased damage part, which does not make a lot of sense to me imo. If anything damage should be halved. To make up for this, Deoxys moves and attacks incredibly slowly, maybe to the point where the opponent has the opportunity to smash you while you trying to attack him. This can make it not abuse-able while still allowing you to be able to injure your opponent.

But the Double Team attack is about going so fast that you create an illusion of a copy, not a copy itself. I don't think the move should be able of being interrupted, because its utility IS of interrupting nearby enemies.
Yeah, your right about that. Since the B button seems to be the more defensive side of Deoxys, he has plenty of options for the standard b.
Spikes Stealth Rock Endure Flash Knock Off Psycho Boost Psycho Shift Recover Recycle Role Play Safeguard Substitute Swagger Taunt Toxic Trick If your looking for more of a projectile; Energy Ball Flash Cannon Focus Blast Ice Beam Natural Gift (has to have an item though) Fling (needs an item) Swift Spikes/Stealth Rock/Flash/Toxic/Swift are my favorite options, unless you have another idea that I didn't mention. Spikes/Stealth Rock would be simple, he tosses out debris that can injure those that land on it. He can also toss them at the opponent. Toxic could also be easy, he spits out acid at the opponent that has a slow flower effect, but the damage increases with every percent taken (ie. 1% first, 3%, 7%, etc) Swift would just be him shooting stars with a wide spray, high flinch, but low damage out put.

Hm, I was more thinking of a psychic or an electric ability. Shock Wave and Charge Beam were moves that came to my mind. But I still have no idea how they'd exactly work.
I was also thinking of Hyper Beam, but Hyper Beam is a brutal ability, and having to nerf it down would make it not look like Hyper Beam.
Charge beam could a move where you hold down the b button for X amount of time and it does up to X damage. You could also literally rip off the games ability, and the more you use charge beam during the match, the higher a chance it has to get more powerful. You can have it "upgrade" 3 times, but you cant aim the beam and it still only does 15-20% damage.
EDIT: Been toiling with this for like 2 hours now Can someone be an awesome dude and help me add the arms >: I did a major clean up, the newest one is the first one (where app is in red writing right beneath it)

the pelvis needs to be less less wide and make the red a hint more orange.

Maybe use a darker blue for the face or something? I dunno its very bright against the darker orange.
