You can use the Lazy Shell editor to view... pretty much everything in the game, including tilesets. Of course, they don't display nearly as organized as that sheet.

I'm not 100% sure about this, but the Levels portion of the Lazy Shell Editor seems to display tiles at 1x, so you could screen cap the layers tabs for all of the various levels and assemble them
with something like photoshop or paint.net.

Super Mario RPG, like all SNES games, uses 8x8 tiles, which get compiled to 16x8 "double-tiles", which in turn are what the primary building blocks of the game, these.. "tile clusters" are made of. They're 32x32 and always look nice.
See this for reference. Use Lazy Shell. It is the only feasible way.
