coding wise, there could have been more than 151, the cart was too small to accommodate any more graphically however
the gameboy, just like most processors, used 8-bit addressing so it was possible for 256 pokemon in the first generation, the remaining 105 (probably more like 104 since i assume the ghost missingno was one of the things pointed to) slots were empty and therefore loaded garbage from the rom to use for graphics, moves, etc.
