In addition to what RTB said, to my knowledge there is (unfortunately) no notification feature for submitters to let them know when a sheet is commented on.
As for seeing all sheets submitted by a user, you can see them on their submitter profile. The URL is
where <username> is the submitter's username. This can be the same or different than their name on the forums, since changing your name on the forum doesn't sync with your submission username. So for instance, my submitter profile is http://www.spriters-resource.com/submitter/puggsoy/ but even if I changed my username completely the profile would still remain with the same username.
Anyway, rather than typing it in, you can find submitter profiles by either clicking on the TSR social link under a user's avatar (although that's an optional setting so not everyone has it), or by simply going to one of the sheets submitted by that user and clicking on their name under "Submitter".
