I'd rate this with a low grade, like a 2/10.
Why?
Because your splicing is basic, the parts you did from scratch aren't technically good, and this is yet another Megaman edit. It lacks technique and originality, basically. We all have to start somewhere, though!

What does matter however is you carrying on spriting, and once comfortable with making edits, moving on to sprites you draw entirely from scratch.
