My apologies for the vgmtoolbox confusion (I was probably half awake at the time). I should've realized it earlier, but there's a program that can directly apply names from xwb + xsb pairs. Here's what you need:
Grab foobar2000 from here:

Make sure to grab the foobar2000 program, as well as the vgmstream component, which can be found under the "Components" section of the website. Once you download the component, double click it and it should install into foobar2000. After that's all done and foobar2000 resets, make sure the XWB and XSB are in the same folder together. Then, drag and drop the xwb onto foobar2000, and it should have playable files. Hit Ctrl + V for output conversion options to PCM wav.
