These can be easily unpacked and converted using the Ravioli Game Tools.
RavioliGameTools isn't always reliable, so I'd use foobar2000 for WEM, and then TXTH function/BMS script for Wem BNK + PCK...
Huh, I haven't had an issue with it yet. I may have to try that sometime though if it's more reliable. Thanks for the info!
Overall, I recommend vgmstream + foobar2000 for 99% of game audio formats
