I found the palette of the picture in "0002.MDI". It's located at hex address 0x80 in the same file.
Each color of the palette uses 3 bytes, with each byte representing the red, green, and blue color components respectively:
Note, however, that the palette will look very dark when loaded in TiledGGD due of if not being converted from 12-bit RGB to 24-bit RGB.
To fix this, I recommend using GIMP's Stretch HSV command. After being processed, it should look like this:
