How Do I use Tiled GGD?

I'm using the version by puggsoy. I've been able to get the graphics to look right consistently now, it's just the colors that I can't seem to find at all. They all just look like garbled messes, and I have no idea where Mega Man 8 stores its palettes. I have no clue how to get any of the emulators that are compatible with PSX-VRAM to function. Thanks for the help though.
