Comes with a manual, it's a palette changer tool with some neat features. No installation neccessary.
What is this?
A tool to recolour sprites and maps, like this:
Short explanation:
1. Select the colour source with "From", which can be a palette bar or an uneven sprite (a pink box forms)
2. Select the new colours with "To", which can also be a palette bar or an uneven sprite (a cyan box forms)
3. Click on the rainbow button to recolour the entire thing. Clicking it again reverses the process.
4. Save the copy of your original with the discette symbol.
Long explanation:
Contents:
1. The From Button
2. The To Button
3. The Rainbow Button
4. Error Symbol & Tool Limits
5. Erasing Backgrounds
6. Selecting character sprites as base for recolouring instead of palettes
1. The From Button
As you can see, I clicked the "From" button, which has pink as default colour.
Then I clicked on the palette in the middle (Mahamayuri Cutscene / Blue Tint) and automatically, a box with a pink border forms around it.
2. The To Button
I do the exact same but with clicking "To". I then clicked on the right palette block (Normal). This time, a box with a cyan border forms around it.
3. The Rainbow Button
Since both colour sets are now selected, we can recolour the entire map with clicking on the rainbow button.
The original is not changing, by the way. If you click the discette symbol, you will always save a copy of the original.
4. Error Symbol and Tool Limits
The rainbow button shows an exclamation mark (!) to indicate that you need to use both "From" and "To" to successfully recolour the map (see 1.).
Recolouring also doesn't work, when the sheet or map is just too big in dimensions for the tool to handle.
Therefore bigger sheets are not working, this is only for smaller recolours.

For example, trying this tool on Angela (Playable Characters) isn't working. The boxes won't show up and the buttons are not reacting.
5. Erasing Backgrounds
You can also use this tool to erase a background. This shouldn't be neccessary, though, since bsnes-rawpalettes can separate any background and any sprite with its sprite viewer / tilemap viewer:
6. Selecting character sprites as base for recolouring instead of palettes
Note that a single character sprite doesn't neccessarily uses all colours of all its other frames.
You might get colour errors if you just rely on a single sprite instead of the full palette bar.
Only use this method if you're sure that all colours are adressed.
