Personally, I think that you picked a poor choice to begin learning the Tales of Eternia style. Matt Groening's art style is very different from the more anime style employed in the Tales games, which means it will be very difficult to make Homer in-style (Unless you can find the right reference... ). You might want to select a different character to begin your foray into a new style of spriting, one closer to the base style you're trying to imitate.
Your lineart is good (except on that last Homer sprite, he looks like a child's toy), but you need to work on shading and palettes. Homer's palette is atrocious, the yellow of his skin is too bright, and the brown of his mouth/stubble is too dark (besides, isn't it supposed to be more grayish?).
Baby Luigi needs more consistent shading. You shaded the back of his cap and one sleeve, but left the rest of the sprite unshaded.
The Master Sword emblem needs to be more consistent with the design of the Master Sword. As I recall, there's a Triforce emblem in the middle of the crossguard, and the crossguard has lines running down it. Also, the blade's edge is more curved than that. Here's a good reference image.
