Waluigi is a skinny dude, yours looks like he might actually have some muscle, rather than just bone. Frar also has nicer colors for the face, and it better represents Waluigi as well. It just resembles the style more.
He does have some meat in those legs. I'm trying to get him to look like the way he does in Brawl.
Perhaps your right about the face colors... There I made a few changes from what I noticed in the Brawl reference. His legs get thinner by the knees and his shoes aren't that curvy.

No, the pants are skin tight and fit perfectly around his legs. He is bone skinny
