the head is bad, work on it more. The hand needs to be less stiff too.

You didn't really say why the head is bad, but I tried to redo it (even though it looks so damn retarded!)

His head is too wide and the eyes are wrong. His legs are curvier and they have a blade thing near the pelvis. The circle on his chest is shiny and the arms should se smoother.

the eyes are also the wrong color scheme.
They're white inside black, not black inside white.

I suppose so. I don't know if he can revert his DNA arm to a human-looking arm, but if he can, you can keep his left arm.

As far as im aware he can, but if you guys think that with two arms made of DNA looks better please tell me

Ive done the 'black white black' thing on his eye, made his head thinner (slightly), and the blade near the pelvis was added

i really, really recomend you to make a wireframe/stickmen version of your deoxys first to define the pose and proportions, then add volume to it, and then start shading. right now you're trying to add more stuff to a character thats already screwed on such basic elements as the anatomy.

as in, starting all over.

Yeah, don't give up. The spriting community is hard to get respect from.
No full group will like one thing, there is always one person who will find
some error.

So just try to redo the pose. Of course someone is going to say something,
but only to help you to improve.(Although sometimes people may be rude)
But seriously, just try again.

His head is too small, he is too short.... His eyes are huge and his arms look like
cinnamon rolls that got pulled too long. Just make a new base, because no matter how much you
edit it, it will still be kinda awkward

I think the problem is that black outline: use the black under the eyes and not above to get it right. I liked what you did here better. Even though I think that you understand the Pokémon's volume, I would also suggest that you use the lightsource of the reference to help you convey volume in your work, and it'll be practice. Anyway here's a quick edit:
