It takes some work, but you can rename any format to any other format. I've seen a lot of pdf files hidden in PNGs.

i know you can hex edit it to any other format


but

if you rename it, it will keep it still or make it unopenable (try and rename a pdf to a png or vice versa x])

edit: unless you mean hex editing in which case yes
