I guessed that it's a Peahat. It doesn't look like anything from the NES games but has similar colors and fights by bouncing when it touches Zelda like a Peahat. The developers are fans of both NES games (I read it in an interview with a developer), but Wand of Gamelon and Faces of Evil are based on the Zelda cartoon (Excuuuuse me, Princess!) from the Super Mario Bros. Super Show. They redesigned Zoras, so I guessed that it's a redesigned Peahat.

No. I'm at the end of the game and ripped most sprites. There are enemies that were used in both Animation Magic Zelda CD-i games that I'm ripping from Faces of Evil. My next update will have Ganon and King Harkinian in it.

Thanks. The Zelda CD-i games aren't as bad as everyone says they are. Yes, they're the worst Zelda games, but they aren't the worst 2 games of all time (Action 52 is the worst game of all time). I don't plan on ripping more CD-i games, but I'm considering trying to rip from Hotel Mario again later. I'll probably quit again if I try to rip from it again.

Is that actually the King's name according to the manual or is that what he's referred to somewhere in the game?

He's referred to as Harkinian in the manual and in the cartoons that the CD-i Zeldas are based on.

This is my final Wand of Gamelon update. My next rips will be from Faces of Evil. I haven't had enough time to rip sprites recently, so my next update won't be soon.

Does the emulator you are using to rip these have savestate capability? If it does, I could see if the sprites you still need can be done with tile-ripping. I never could get a CD-I emulator work so I don't know if it'll take.
