it looks like they made full detail 3D models then prerendered them as sprites and then lowered the color count and edited the shading
she shadows and whatever look realistic

That's pretty much what they did. Made a model, created all the animations, then sprited over them. The sprite style is the same as KOFXII.

Vipershark: When 12 was originally in development they released a video showing that they used 3d rendered model and then drew the sprites under the supervision of the original creator of the style, who works for SNK.
