who do you hate so much that you would use a rain dance team against them?
rain dance teams are awful; I mean its easy to win with one, but its a horrible stalling game with most of them, and thats not fun for anyone
if you care that much about winning, I would suggest something along the lines of-
vaporeon with its dream world ability with protect/wish/boil over/toxic (wish and protect can be replaced by rest now because its ability wakes it in rain)
politoad as a lead, with drizzle, hypnosis or toxic/ surf/ focus blast/ ice beam
that heart fish thing, with hydration and toxic/ surf/ rest /protect
manaphy works like heart fish, but it has tail glow for sweeping, I'm pretty sure its uber though
any fast thunder pokemon would work too, the most common being zapdose
and ludicolo has so many rain sets its crazy
then just throw some swift swimmers on there and you got a team
I'm not an expert but this seems to be the combination everyone uses
but honestly
I'd advise against any of these pokemon if your actually looking to have fun playing pokemon, or if you want others to have fun playing with you.
setting up teams like this isn't a sign of strategy anymore- these types of teams are all the same, just having a predetermined plan and trying to execute it
real strategy is really flexibility in battle, but you won't won't get that with a rain dance or sandstorm team unless you develop a new way to play-instead of just trying to fit as many game breaking sets as you can in one team (the hard part being surviving the rain dance teams that do use the game breaking "strategies")

that aside, dream politoed is your best option now, but like zac said, being creative with that set is what you should focus on, otherwise you'll be just another typical weather clone like everyone else in competitive battling, which is no fun at all.

Not Phione. No way. It's stats are some of the worst of any Pokemon. Wailord is better; it has one of the highest HP stats in the game

However, having a high HP stat means shit if you do not have good defense stats.

Wailord has horrible defenses, but his absolutely massive HP makes up for it, so he's still rather bulky.

Heres a compiled list of a couple of good pokemon and their reasons why they are there:

Sharpedo, its ability rough skin can get really annoying
Kingdra, Its high all-round stats make it a tough cookie
Gyrados' high attack is great
Lapras has a high HP and fairly good defenses
Vaporeon for its high HP and SP.def
Starmie as high speed and sp def
Zapdos, has high speed, teach it thunder and in rain this will have 100% accuracy
Cloyster has a high Defense stat, but watch for it's sp def
Kinglers high attack and defense but be careful of its low sp stats
Mantine has a good sp def
Kabutops has good all round stats ( i think) and its swift swim increases speed in rain

But really ,I'd recomend having only one of these, because if you find yourself fighting a strong pokemon with grass or electric moves you are screwed. completely. teams based around one type is not a clever thing to do.

A team where at least 2 pokemon, maybe even three or four others is good, can cover each others weaknesses is definately recomended. (e.g. if you have a nidoking, have a dark or ghost type, to cover for its poison weakness, and then a grass or electric type to cover for its ground type (because grass is covered by the poison))

Out of all those Pokemon you listed, only Kabutops receives actual benefits from the rain. Sharpedo doesn't have the bulk to take any hits anyways. Kingdra supposedly does well on Rain Dance teams.

You gotta remember that Rain doubles the power of all water moves and halves the power of fire moves. So putting a grass, bug, or ice type on the team in order for the rain to eliminate one of it's weaknesses can be a useful idea. Also, a Surf or Waterfall from any of those guys with STAB and the increase from rain will be pretty devastating, even if their attacking stats aren't their strongest point.
