"The classic action platformer has been updated with new 3D graphics. It's free to anyone who has registered for the Club Nintendo promotion after registering two games on their Nintendo 3DS.
Nintendo said the deadline for registration in 31st January, so you can register now and get 3D Kid Icarus for free when it launches."

I honestly am having a hard time buying this story, to be honest.

I think it's one of those "3D Classics" rather than the one they're making right now. That should make it a little more believable.

So basically register two 3DS games before the 31st, and get Kid Icarus free when it's released?

This.
I honestly don't trust the source. I could buy it if he stated if it was a 3d classic remake, but he failed to even specify that. for all we know he could be referring to the one that's coming out march and lets just say that I think nintendo wouldn't go as far to release that for free to certain people.
Edit: how the fuck did I end up mis-reading the entire source is beyond me.
disregard what I just said and carry on please.
