Are You sure it's not the high poly models that You're thinking of?

Prince Adam has only one-in game appearance, during the games credit sequence, he wont have a high poly model. Im not sure if he has a blinking eye texture or not, but if he dose its in there somewhare

as for Setzer, he is one of the few FF KH character who's model doesn't have high poly, all his facial expressions are done via textures, like Phil from Olympus Colosseum.
