It's usually put in place to show that if it's found elsewhere before that is removed, they've taken it without permission. It might appear on somebody's personal website, not a major sprite archive.

I'm pretty sure there was a racial slur about him being "black", so Toonzai recolored him before airing DBZ kai on their channel. On any other occasion though, he's still his original color.

Nah, it's because of Minstrel Shows. He looked too much like this;

Which is how white people used to dress up and put on shows as a "dumb" black caricature. It's the same reason Oil Man and Jynx were changed.
