The sprite you highlighted as having the correct palette has 21 colours.
I've managed to get the whole sheet palette size down to 21 colours (not including the background and text colours).

So, It's either spot on... Or I've made a massive fuck up somewhere Blank

BTW, why does it matter if it has 21 colors or now? Is 19 the max for each sprite in the game?

I think that is just the palette size for that particular enemy, I don't know about the rest of the sprites in the game.

There might be a palette swap for taking damage or something like that...
...But that would mean an entirely different palette altogether.
