Looking at the tail towards where it moves behind the dragons foot, the top side is one straight horizontal line, where i think it should be getting a bit wider, maybe with a small downwards arc to make it look more realistic.

Add some detail on the other parts of the body, but also the landscape instead of focussing on the head.

I'm going to show this to my computer design teacher. She called me old school in a demeaning way when I told her I'm an MS Paint guy. "Oh, so you're one of those guys who sticks to the old way? Not many like you, that's for sure."
She can suck it, along with Adobe Illustrator and Photoshop.

What is easier, doing the blobs of color then refining it or doing the outline first?

I suggest you try both to find out which works best for you - workflow is a personal thing, what works well for one might not work for the other.
Can't say much about the dragon picture as it's way above anything I'd be capable to do. Just one thing, I think the far horn atop the head should be slightly visible above the line of the spine scales. At least it seems to me like there's something missing.

Yep! For "pure" pixel art, MSpaint is all you'll ever really need.
Previous is right - it really depends on what is easier for you. My way is by blocking in shapes (not putting blobs, haha) of colour to define the shape and value of the piece. This way also allows for easier tweaking compared to doing line art first.
I still have tons to learn, but practice has definitely helped me to progress over the last couple years.

I can't image doing pixelart on anything else but MSPaint.

Yeah, I'll probably find that out soon. I'm probably going to stick with doing the outline first for now, because the idea of refining all those colors and redrawing outlines...

I'm considering making a very violent low-res sandbox (perhaps multi-player) game. There will be more of these type of graphics on this thread until I move into a devlog! Also, I just put these assets together quite quickly, just showing what they look like and not how they'll be setup. I'll make more "proper" mockups once I get more assets done.

As many have said before, one's skill is not justified by the programs they use. The program doesn't make the artist.
