Maybe because seeing as he/she started a thread, Roxas thought that he/she had the necessary equipment to submit models and upon learning that TheAmazingSnivy didn't, decided to help him/her out

Maybe because he has like 10 different projects to work on? Tales of Symphonia, KH, Skyward Sword, DBZ, Naruto, you can see them all in his sig..
I just think that when someone tries to do a good thing, they shouldn't get a response like that, because then it might make them not want to help you again.
He does have a life outside the internet as I'm sure everyone knows. He probably didn't think about posting them until now (which happens and is perfectly understandable, I forget things too), but thought that since it's not too late he'd try to be generous and helpful and post them for you guys to use so you would have an easier time getting the rest of them.
Therefore, I just think that it was nice of him to do that, and he should be thanked rather than hit by a rudely phrased "why didn't you post this sooner" remark.

If that's the case, just be sure to phrase your sentences differently next time.
As for the Key Blades, he may not've thought it was necessary since he wasn't doing them himself yet, but he may have another reason.
