Hmm I actually started on a tile set but I'll use stuff from this
I'm playing through zok zok heros for tile ideas
I like the city set up in this game, allows it to appear more populated.
But I dunno I might stick to making huge buildings like this though
So many choices

So I switched his chest eyes back to the other side of his chest, I'm assuming you moved them when you mirrored it to fix the lightsource, and probably read it as something other than eyes.
I also altered the alt color to better suit the whole undead feel, I hope that's alright with you.

Kinda takes away the fire feel the original orange one had (I'm assuming it was going for a fire theme since it's name was Chili).
That aside, I tried spriting my character.

Also, I tried spriting an enemy but I don't think it fits the style that well.

Sure I thought them more as elemental ghost/spirits (one would be found in the North snowy area and the other in south desert area)
There can be a max of 3 pallete swaps, so this isn't a big deal.
Also
Another place where you can get food items(health items).
I'll probably make a better "food" sign and will fix the doors I don't really like them that much.

Those buildings are looking good!
I've been doing some more tiles for the town, more like the ones you posted above:
I think they're a bit dark.

I like, I really like.
Perhaps for the larger cities we use smaller building tiles and for the the smaller towns we can use the larger building tiles.
Also i tried expanding on color and building variation.

the curbs can be a pixel shorter and I cant think of colors for larger buildings atm

I changed the colors of the hands to make them stand out instead of it being one big white blob
BTW I was able to find the Scientist body in TileMolester; the one VirtuaBoy used as a base for the Scientist NPCs and my character (I Can't play through Zok Zok Heroes due to the fact that it requires Infrared movement to clear certain segments: Sort of like Robopon's Remote Control system or Boktai's sensor.)
The color may not be right as I ripped it from TileMolester and edited the colors, but one can just edit it.
