Since Kalos had the Dungeons & Dragons starter theme (Paladin, Wizard and Rogue), I think it'd be cool if we adopted one as well. Here are some ideas:
Democratic Theme
Grass Moose: Legislative Pokemon (Moose are usually considered slow-witted in pop culture, but this might conflict with Sawsbuck)
Fire Ram: Judicial Pokemon (Has a stereotypical judge wig made of flaming wool)
Water Walrus: Executive Pokemon (Maybe a Teddy Roosevelt caricature?)
River Theme
Grass Crawdad: Mississippi Pokemon
Fire Crocodile: Nile Pokemon
Water Water Buffalo: Yangtze Pokemon
Civilization Theme
Grass Oxen: Sumer Pokemon (Based on oxen used in agriculture)
Fire Turtle: Cathay Pokemon (Based on the practice of writing characters on turtle shells and heating them until they crack as a method to predict the future)
Water Water Buffalo: Indus Pokemon (Water buffalos were first domesticated in India)

I had two more ideas lying around:
The Fake Treasure Pokemon, Lootreas. It's a Fairy/Ghost type treasure chest.
The Constellation Pokemon, Testella. It's a Dark/Electric pair of star-like Pokemon connected by lightning (Tesla). An idea for an evolution could be a Saturn-like Pokemon, with maybe an electric ring.

I have an idea to make things more interesting: Why not mix up the previous requirements for the starters? Originally, it was Fire = Zodiac, Grass = Reptile, and Water = Whatever I don't give a crap here's Oshawott, but since Gen 6 mixed it up, let's mix it up as well!
I was thinkin' Water = Zodiac, Fire = Reptile, and Grass = Random. For the water starter, it could be a crab for Cancer, but more specifically, a Boxer Crab, and be Water/Poison or Water/Fighting. For the fire starter, it could be the infamous Komodo Dragon, and be Fire/Dragon. Finally, the grass starter could be a Moose, just because.

I like this idea, but I was thinking the Moose should be Executive (Teddy Roosevelt's Bull Moose party), while the Walrus should be Legislative.

Mixing up the requirements doesn't really make sense when you're only making ONE new pokedex
It doesn't become a "requirement" or a "trend" until you have several sets of starters

I do feel that we need a theme. I already posted another Civilization theme based on other past mythologies.
For the starters,
I like the river theme, largely due to the Nile crocodile, anyway, the idea could be a little different. I feel that instead of a crawdad, it could be a beaver?
I do like the Democratic idea also.
I would make a Bear Teddy Roosevelt instead of a walrus, but the moose works also for this idea.

I was meaning more-so that from Gen 1-5, it was Fire=Zodiac, Water=Random, and Grass=Reptile, but when Gen 6 came it didn't follow these requirements. I was thinking that for this "gen", we could mix up the requirements from Gen 1-5. However, I do see where your confusion came from.

Here's a concept (and a few quick (I MEAN QUICK) sprites) based on sock puppets
Sockit (Normal), Sockya (Normal/Fighting), and Sockem (Fighting).

I don't know how I feel about the government trend. Pokemon is generally an international thing, so it seems kind of weird and to me unfitting to include American government references in pokemon, even if it is fanmade.

Woops sorry guys I've been busy with the baby! I'll add these to the list. I think once we get five suggestions for each starter type I'll let you guys vote on them.
I also didn't list the animals from Sengir's themes suggestion. I almost feel as if the themes of the starters don't actually have much to do with what animal the starter is, rather it's design and eventual typing. Look at Gen 6, even though it was based on the Wizard-Ninja-Warrior theme those animals didn't really have to become any of those things. You could of had the Frog become the Warrior, the Fennec become the Ninja, and the Hedgehog become the Wizard and it wouldn't have changed the theme at all.
I believe we can vote on starters as individuals first then vote on a theme later.

I do think that we could do a Dragonite type legendary or a Lucario like pokemon with the Nile Crocodile though, making it like Sobek in it's Final Evolution. I was coming up with ideas when I was at work, but I agree, we need to change the typing of it though if we decide to use it.
EDIT: Also, for a fossil, maybe a Velociraptor, with the typing of Rock/Electric with Speed Boost as its ability?

Kiwaddle and Divado
Two of the three Grass Starter Pokemon. I had fruit play a role in both:
Kiwaddle grows one a month, which is the byproduct of excess energy. Kinda like how chickens lay eggs, wether they are fertilized or not.
Divado is a Pokemon with a luxurity-complex. The berries grow more vibrant the more luxurious it's treated. While the more vibrant berries are more beautiful, they are also a sign of the Pokemon owning its Trainer, rather than dedication and love.
Testella and Pulstar
Testella is a set of three orb-like Pokemon that can trap its targets in a barricade of electricity, but can only generate electricity if all three orbs are within a certain distance.
Pulstar is based on Saturn and other planets with rings, while also based on satellites and orbit. It has four moons orbiting it, connected by electricity to form a protective ring around the main body.
Both are Dark and Electric.

ANIMALS
- Dimetrodon rock/ground type. A fossil Pokemon. The sail resembles stalagmites webbed with crystal.
- Solifugae (Camel Spider/Wind Scorpion) bug/ground type. Has a sandy/rocky and appearance, runs really fast.
- Swordfish water type. Based around a fencer with the beak resembling the sabre.
MYTHOLOGICAL CREATURES
- Mothman dark/flying type. Basing it's appearance on the original description.
- Tarasque dragon type. Yeah, this is one weird dragon.
- Wraith ghost type. Evil grin, skeletal arms/hands, black eyes with red pupils, tail instead of legs.

Those are nice Nicktendo but that's the kind of stuff you post in the other topic once we've finally decided we definitely are going to use a Kiwi for the Grass starter.
Anyway I guess I can put up some of my own suggestions too.
