Remember this guy?
I used him as my avatar for a while before I got back to Neko. It was during Project Radish (cancelled by the way, big surprise). You could say that while Neko is the child within me, Icicle represents my sinister side (also arrogant).
A god-like alien from his home planet's post-apocalyptic future. He travels through time and space to bring death upon other life-bearing planets. How? By sending meteor-like ice-bombs into them to create a devastating ice age! Some planets managed to recover, unbeknownst to Icicle. Jumping through time and space cuts away a year of his expected 15000 year life, so he prefers not to waste a jump just to double-check.
While Neko is short ranged, Icicle is all about projectile attacks. He can create hexagonal blades of ice of various sizes to attack. Scatter smaller pieces or wield a large piece like a sword. Some attacks are replaced by teleportation moves, so Icicle can keep his distance and continue his projectile barrage.
Icicle could be a secret character. A criteria could be clearing Arcade Mode as Neko.

The cape is fixed in the idle and I've started the backwards walking animation.

There, all the basic movement is done! All that's left is... everything else o_O
His first attack! His standard kick attack is a laser fired from his eye. What more do you want?
His second kick is more laser!

i think the cape on the idle is looking a bit strange.

Added Neutral Punch, Back Kick and Block (all variants)
In his first punch, he'll throw a shard (projectile). These break after a short distance. His second punch will be an attack that throws 3 shards. The middle will go straight forward while the outer shards follow a slightly angled path.
His Back Kick teleports him to the other side of the screen. This only moves Icicle and deals no damage.
Added Strawberry and... Frozen? Icicle frozen? Icicle is already frozen! Perhaps "encased in foreign ice" is a more accurate term.
His punch needs quite some work.
Added a victory and made a little bit more progress on the first punch. I had to quit half way :/

Update:
-Punch 2 finished.
-Duck punch and duck kick added: They both transform Icicle into a stretched hexagon, point facing up when punching and points facing sideways when kicking.
-Fixed the boots (they were too short) in the idle and all frames derived from them.
-Added Special 1. Just use the second punch animation (NP->NP) to have him throw a large projectile. This is affected by gravity and doesn't break (though in case you want it to break, you can use the default projectiles (NP) as particles)
I also noticed I forgot to add Neko's grab moves to the new sheet (as they are missing here too). Will fix that later when I have access to my brother's PC again.

I don't know exactly how humanoid it's supposed to be, but the torso looks a little strange. With the way the chest is shaped now it seems like the medallion like thing is in place of muscle than resting on top of the pectorals. I'd try not to round them out so much, and imply that they go under the medal. That, or just flatten out the shadows a little more.
Also, it wouldn't hurt to add a little more torso at the top of the abdomen. Typically, when standing like that, some ribcage is jutted out a little, and the shape/shading you have now just below the chest doesn't really convey depth
my (very rough) edit on the left to show you what I mean.
EDIT: One more thing! You might want to consider adding a little of the outline color or some darker value to the chin/neck--maybe even a little bit of an outline to show the chin jutting out at that angle

for neutral punch 2, you should add a in-between frame between 3-4 since it looks very choppy right now. other than that, i like how dynamic this character is!!

Add the first frame at the end to make it smoother. This makes the duration of the attack longer, thus leaving Icicle longer open. That's only fair, since he shoots two, albeit short-ranged, projectiles.
You can knock him out now! Amazing! He's not as almighty as we once thought!

In regards to him being unblockable, I don't know if the fighter maker allows unlocks. They DO allow for unplayable bosses, if, say,
we wanted him unplayable but present in version 1, and introduced as playable in version 2.

I prefer playable over non-playable, so in case unlocks are impossible, I like to have him available.

What's his GOGNIO Special?
Cryo Genesis!
Icicle teleports to the other side of the screen, just like the Back Kick attack. The difference is that on the spot he was standing is now a puppet called Icicle Jr.
Because Icicle is on the other side, the opponent faces away from Icicle Jr. After a couple of frames peace-signing, Jr. runs towards the other side of the screen, flailing his ice sword. Use this opportunity for combos or something, I dunno.
Icicle Jr. is a subtle reference to Cell Jr. from the Dragon Ball fame.
Update:
Added an uppercut (Back Punch), inspired by Chaos 0. Icicle moves forward while executing the move.
Update 2:
Added Spritality: Ice Burn!
Icicle transforms into a dragon and breathes ice cold flames. Inspired by Kyurem (Fun fact: I nicknamed my Kyurem "Icicle")

That notch on the side confuses me. It's not his hipbone because that shouldn't be aligned with the lower crotch. It's not the buttocks because the shape doesn't suggest that at all. So what is it?
His lower torso and upper leg overall look kind of flat in comparison to the upper half (I mean, you marked the deltoid so well, yet his thigh doesn't show that amount of detail.)

The sheet is almost done! Just a special attack or two and Icicle is ready to brawl!
-He throws a Cryo Shard diagonally down in his Jump Punch.
-He turns into lightning and drops down in his Jump Kick.
-His Grab (next to the hit spark) is a Force Grab. His Grab Attack is a Force Crush (think Frieza blowing Krillin up in a similar fashion, sans the exploding part). For his throw, the Punch 1 animation is used.
