It was revealed during the Nintendo Direct, and is planned to be launched with the Smash Bros (in Japan). Apparently it's the DSi/GBC of this gen! It has these features:
- better 3D
- second stick
- NFC built-in
- coloured buttons
- more buttons (ZR, ZL, etc.)
- better battery (up to 7h)
- now compatible with microSDCard
- you can back up data on your PC via wireless.
-browser improved, now works with HTML5
- CPU improved, makes browsing Miiverse / eShop much faster.
- can switch designs now (covers)
In addition, just like the GBC/DSi, it'll also have some exclusive games, one of them being a Xenoblade Chronicles port.

...and I was almost going to buy a 3DS XL, too. Looks like I lucked out!

Now I feel like a fucking tool for getting the Link Between Worlds 3DSXL for Chreesmas.
Oh well, I can most likely afford an N3DSXL by the time it comes out.
EDIT: is that grey nub in the upper-right side, in the corner with the B/A/Y/X buttons, supposed to be the second Circle Pad? If so, that's like the shittiest place I could think to put it.

Frankly I think this was a dick move on Nintendo's part. Really. They're literally Apple at this point. It's like they want their older consoles to lie dead in Gamestops everywhere, because there's NO WAY at this point most 3DS owners are going to keep their original ones...it's different than the GBC, too - the original GB was around for like 6 years before they tinkered with the specs to the point where the console would have exclusive games. The 3DS had more like, 3 years

I was actually going to buy an XL - glad I waited, whew.
The 3DS cover switching is exclusive to the regular 3DS - not the XL. Which, frankly, is a pretty dumb move IMO. They haven't actually put these on shelves [these are all 3D rendered images] so it's not too late to fix that, lol.
I'm not sure if I want to switch over to an XL, though or just another same-size 3DS (probably the latter, I'm a sucker for customizable designs - plus third-party companies will probably let you make your own at some point - or even have game-exclusive ones since it's pretty easy to duplicate that mold) (atlus, please)
I'm gonna go fucking nuts collecting all those covers though. I just hope they don't change the inner Super Famicom buttons to shitty half-concave-half-not lavender-and-purple buttons
oh I'll be fucking livid
And one more thing: Chances are they're probably going to change the name in the west. The New 3DS is going to be too confusing for the casual demographic here (and the parents buying this console for their kids) :/

Eh, I know I'm in a minority here, but Nintendo bringing out this new iteration doesn't bother me that much. Then again, this is coming from somebody who's owned a vanilla 3DS since launch day 2011 (with gradually deteriorating shoulder buttons). Actually, I've sorta been expecting it given Ninty's track record with handhelds.
I'm excited for the N3DS just for those enhancements alone (especially the faster loading times, hell yes).

speaking of releasing better things, i hope they release a better circle pad pro so that it doesnt make your 3ds lopsided :I

It feels like it is too soon for a replacement handheld for me. I only gotten my 3DS for my birthday in 2011 and it still held up pretty well. I'll probably be getting this once it comes out, but I wish I have an extra year or two to play with the one I currently have.

There better be a good trade in method for this... I can't afford most things as it is and if they start releasing enough exclusives, I will need to at this point.

I have to admit, I'm kind of mad about this because that means the current 3DS is obsolete.
I mean, I can see people arguing in favor of this because the GBC was basically just an upgraded GB but I think this is much worse.
It was one thing to go from the GB to the GBC which included brand new faster hardware and a new screen to allow for color, but it's another entirely to release a revision of your system with more buttons but what appears to be the same functionality in terms of power and such for games. Yes, I see that it has an improved CPU (like the GBC did) but rather than an entirely new set of features, this seems basically like "3DS+" which means that the customer base will be divided between people with regular 3DSes and people with ZL and ZR buttons (and a second stick, but the circle pad pro exists so I won't bring that up). Upgrades like this seem kind of irrelevant honestly and should be things that are reserved for the next generation of your console, not an update to what's currently out. The GBC was the next generation (with full BC) while this is the same generation but with features that the older systems won't have. It will be "backwards compatible" only in the sense that it's still just a regular 3DS with more buttons and will also be able to take full advantage of games that use it, while original 3DS owners won't be able to use them without buying addons.
I had similar issues with the DSi. It felt pretty pointless to me, like an early beta test of the original 3DS hardware.
...all that being said though, I guess I'll get one of these. The second stick looks pretty dumb in that implementation though.
